Cost/Funding: No volume to date; set aside $1 million volume cap to be used for tax-exempt aggie bonds in 2008.
Target Group: Beginning farmers in New York State
Description: Provides low-cost financial assistance to beginning farmers in New York State for the purchase of agricultural property and equipment to help start a farming business or to facilitate inter-generational transfer of a farm business. Maximum loan amount $450,000; no minimum.

Program/Project Title: Environmental Farm Assistance and Resource Management Program (EFARM)

Cost/Funding: $26.1 million since 1993 from Clean Water / Clean Air Bond Act and Grants up to $18,000 per applicant are available.
Target Group: Large and medium sized Concentrated Animal Feeding Operations (CAFO) under regulatory permit.
Description: Provides reimbursement grants to New York State farm businesses to help pay for the costs of preparing and updating a Comprehensive Nutrient Management Plan.
